In addition to banks, legal entities that meet the following criteria can participate in the auction:

  • Organizational-legal form: commercial legal entities (OJSC, CJSC, LLC, cooperatives, etc.);
  • Ownership: legal entities belonging to the non-state sector in accordance with clause 2.2 of the "Criteria of activity in the oil and gas field and the non-state sector" (Criteria) approved by Resolution No. 56 of the Cabinet of Ministers of the Republic of Azerbaijan dated February 18, 2019;
  •  Main field of economic activity: legal entities that do not perform "Financial and insurance activities" and are not included in the oil and gas sector in accordance with Clause 2.1 of the Criteria

           The following restrictions will apply to the type and volume of orders during the auction:

- 1 competitive order can be submitted by banks. The amount of the placed order should not exceed 10% of the auctioned volume.

- Except for banks, 1 competitive and 1 non-competitive order can be submitted by other participants. The amount of the competitive order should not exceed 8% of the auctioned volume.

With the exception of banks, the amount of a non-competitive order placed by another participant should not exceed 20% of the amount of his competitive order. During the auction, the total amount of non-competitive orders is limited to 20% of the auctioned volume.

If the number of participants during the auction is less than 5, the auction will be considered not completed. Settlements for concluded transactions will be carried out in the T+0 mode
